From Ray Charles to Stevie Wonder, the list of outstanding male soul singers of the last 25 years adds up to one of the richest legacies of American pop. Pop-soul music has long been a singer's medium. Vandross introduced a new softer-edged style of soul singing last year on his self-produced solo debut album, ''Never Too Much.'' And his just-released second album, ''Forever, For Always, For Love'' (Epic FE 38235), a glowing collection of original love songs, augmented by remakes of Sam Cooke's ''Having a Party'' and the Temptations' ''Since I Lost My Baby,'' is a tour de force of pop-soul vocal pyrotechnics. A singer, producer and songwriter, in that order of importance, Mr. Luther Vandross, a 31-year-old former jingle singer and native New Yorker, looms as this decade's most promising all-around pop-soul musician.
